If you have one of the Galaxy phones mentioned above, you can go to the Phone app settings and then enable the Bixby Text Call option. You can also set a preferred voice and language. Currently alone English chats are supported.
Once enabled, you can tap the Bixby text call option when you get a call and follow the on-screen instructions for Bixby to talk to the caller so you can get the answers and reply via text message accordingly. You can also select quick responses.
The conversation can even be revisited once the conversation is over. To do this, you can go to the Phone app and view the calls made via Bixby in the call logs. These come with a speech bubble, which you can tap and it will take you to the transcription of the conversation.
